3-Point Hitch CK20 3 point is slow

My hitch has no prob lifting my cutter, but it will go down to the bottom position without using the weight of the cutter. Goes to about 3/4 of the way and stops.
Any ideas.

Have you tried adjusting the three point speed control.

There is a knob under the seat with a rabbit one way and a turtle the other.
