Citizen\'s Utilitys

Has anybody else got the good fortune to be "serviced" by Citizen's utilitys?
They just bought 2 local phone companys here, and are servicing us the same way a farmer has his cow serviced by a bull.

When I was in a "big city" burb, citizen utilies provided water to our community. Water was other for a bath and clothes but not to drink. It was expensive to boot. EPA came in a said clean it up or shut it down. So they put in a top notch reverse osmossis system. Was was great at the plant but had to go through miles of crappy pipes and came out the taps usable for drinking. Price went up 4 times. Sewage went up as well. They never could explain that, just point to some epa regulation that let them do it.

The only read the meter twice a year. They estimated the bill the rest of the time. I only paid my bill twice a year. I estimated (way low) the rest of the year. THere billing system was very manual and seem to be per location and not centralized at all.
