These are kind of apples and oranges even though they are the same. A subsoiler will go deep enough but you won't be able to pull many shanks. A chisel plow will have more shanks but will only go six or eight inches deep. I have both and use the chisel plow the most.

I have packed clay soil here is southwest va and I use a Fred Cain ripper plow and I can go as deep as I want with it.

To get down 10" and break up hardpan you will need a sub-soiler, plenty of horsepower and 4-WD.

To break up hardpan you have to rip in dry conditions.

Let me add to my earlier post in that you probably don't want to go deeper than 12" with a subsoiler so 45HP in 4WD could do that with one shank in my soil. I do it. On the back of my 80 HP 4WD I can pull that single shank with ease and could probably pull 3 shanks at 12" deep. I use a chisel plow almost all the time and use the subsoiler once a year or every other year to bust any hardpan.

It more depends on the soil and the amount of clay. Gravel soil doesn't really compact but jumping up and down on clay probably does. My vote is chisel plow.

A subsoiler is going to provide more ground penetration than a ripper/tillage tool, but it will be slower.

The Fred Cain Subsoilers provide the best value in a Category 1 subsoiler that we know of.
Recently, Fred Cain could not produce any subsoilers to fill our orders, so we started making our own Everything Attachments Subsoilers which are as good or better.
The ETA and FC subsoilers both provide shear bolt protection.

Our subsoilers ship free to your home within 1,000 miles of Newton, NC.
Here is a video of a subsoiler in action. I'll also post a ripper video.

I agree that for a smaller tractor, the items shown above would work just fine.
