It appears to be less than perfect English...I *think* I got most of the meaning...

1) The international market and Chinas domestic policies have both effected steel prices which in turn effect the price of tractors made there.
2) The price of 20-35hp machines is down while the price of 50-100hp machines is unchanged(?)
3) If you want more infos email at the spec'ed address
