Change fuel shut off/kill switch cable on Ford 3600

I have to change the fuel shut off cable on a Ford 3600. Any suggestions on how to reach the lock nut on the underside of the instrument panel?
I can't figure out how to get a wrench on it even if I remove the cowling , and i'm thinking that trying to cutting it off with my fordom handpiece may be the best option

What I've done is to pull the wire out (unless it's rusted solid) the cut the cable shell as short as possible. Slip a box end wrench over the cable and onto the retaining nut. Grip, hold, and/or turn the flange on the outside with vise grips. Sometimes they can be difficult.

Using PB blaster i let the retainer nut soak for a month , i then cut the cable and managed to break the nut free and used a 3/4 “ socket on the underside of the panel , and holding that with my right hand i used a vise grip to unscrew the whole rig from the outside
