Century 3045 PTO won't stop

I just bought a used Century 3045. I've noticed that when in the "off" position, the rear PTO still is rotating. The owner before me said he thought that was normal and that if it was connected to anything it wouldn't move if "off". Doesn't seem safe to me. Anyone know any differently? Suggestions?

My Kioti lk3054 is like that.At idle put your foot on pto shaft and see if it stops spinning.Once you find that out you can use your hand to stop pto from spinning to hook up implements

There is a cover that is supposed to be on it when not it use, but it's hardly worth the hassle to bolt it on and off. Here's another thread from a while ago regarding this same behavior.
