CAV spring position maybe wrong

Recently i cleaned my CAV injection pump because everything was stuck. After this starting was difficult and the throttle at idle speed was no longer in its original position. What did i do wrong? Used govenor spring code number 3, is this correct?
The older pump has the following numbers: CAV dpa 3232038 serial number R9518 ZA

Did get the right number for the code?
Center hole pn both ends tends to be common, not saying this is the case pn yours. Spring wear on holes on this old a tractor is usually apparent.
