I have a new to me case ih 995. I was working on my haybine last night and noticed this thing spinning next to the pto and I don’t think it should be. What is this part called and should it be spinning?

I'd try that over at redpower, you have dual shaft set up, I run a 95 series but it's only single 540. Don't recall anything like that spinning.

The PTO sealcover next to it has a reses in it to stop that shaft from spinning.

It is a shaft with the idler gear between your topshaft and the bottom one.

The piece is flush with the rear end, should it be sticking out some in order to touch the pto cover or no?

I looked at my single shaft unit, the bottom cover on mine (no shaft) covers that straight line part.

You can see a straight line in the shaft you are talking about, does the cover around the bottom PTO shaft have a groove that would fit in?
