Are you sure it's a Perkins..?? Online manual only shows their own 188 diesel and 159 spark engine.
I agree with Harry, sounds like a clutch problem, I would try adjusting it. If it's like the old 310B I had, hopefully it has a button type clutch in it. That old hoe had been used & abused long before I got it and the clutch still looked like new. Ground squirrels had filled the torque tube with nut shells, string from carpet and anything else they could get through that little inspection hole.
On my 310B it would also grind a little when shifting between gears along with the mechanical shuttle, but also wouldn't let the pressure plate fully release, and clutch would slip when trying to load the front bucket. I had to drop the backhoe and loader to split it. I ended up pulling a 10 qt. bucket full of you name it in there. But the clutch and flywheel really looked good. I did replace the throw out bearing while I had it apart, didn't want to split it all over again. Clutch never offered to slip after that and would fully release. It would spin out before the clutch slipped.
Don't know of any reason to pull the top off the shuttle, but in case you do, open this link and it will show you what it looks like inside:

If you want to clean up and flush the main transmission, drain what oil is in it. Put the plug back in and refill with 2 gallons of ATF, 2 gallons of diesel, and add 1 qt. of rubbing alcohol. AFT if a high detergent oil (any brand will work) the diesel will wash it down, and the alcohol will absorb any remaining water in there. Fill and drive around for 10 minutes or so, then immediately drain, and let it drip for a while. You can pour another gallon of diesel though for a final flush, and let it drain for a while, or overnight. Cleans them up very well. If you're going to leave it set outside put a 5 gallon bucket over the shifter, or you'll have the same thing after a few rains.
