Case 485 3pt hitch problem

I recently purchased a case ih 485 '88 model year, after changing fluids and filters the 3pt hitch is not working correctly. It works fine with no load, but with weight the arms go up but will not go down. As soon as the weight is off they work again. Tried the draft control, the speed control, and the external hydraulics. I'm stumped...

Have you adjusted the descent knob under the seat for speed of drop.

Fully closed, it locks the 3pt from descending.

Turn left to adjust the rate of descent.

I have the seat and seat deck off to access the valve body, I don't think my machine has this valve. There is a speed control lever, and I tried it in all positions. At first I thought maybe it was air locked, but it works fine if it has no weight on the arms. To be honest I don't know if it worked correctly when I bought it. I pulled it into the garage and changed the oil and filter before using it.

Most all tractors have a rate of descent knob.

When the rate of descent nob is fully closed, the 3pt will raise, but will not descend

It is also used for transport to lock the implement in the raised position.

When you push the lever to lower the 3pt, you open a passage for the cyl fluid to exit to tank. The rate of descent system blocks or adjust the flow from the 3pt cyl to tank.

Your knob might be missing.
