Case 310 3PNT arms will not go down

Hi ..... I am a new member.I just boought a Case 310 with front loader and 3 point hitch.Previous owner sys it was worrking fine 2 months ago but now the lift arms on 3 point hitch , will not go down. Appreciate any and all help.
