Cargo carrier max size

Anyone know the max legal size for a receiver hitch style cargo carrier? Texas. Hitch is class V so weight not an issue.

In many places anything that sticks out more than 3' needs a 12"x12" red flag or lights at night.
My brother in law has a carrier with a built in box and it has lights embedded in the box as the box is big enough to block the lights.
I would put lights on it just to make sure it is seen at night.
