Yes it is possible the pump won’t prime. Did you use factory filter elements? Some models of tractors are sensitive to what filter element is used.

Does the power steering work?

If you have a shop you can hold the exhaust hose from vac over the fill port on the transaxle. This might supply enough pressure to help prime the pump.

Or if accessible loosen the pressure line from the pump and turn engine over a few times, that may also allow pump to prime.

What, specifically, is not engaging? Does your three point move up at the proper speed? If you have your three point lever all the way up it can cause your other hydraulics (loader, etc.) to slow WAY down. Moving it off the full up position may solve your problem. If that's it your rock shaft probably needs adjusted.

Every thing else seems to be working fine . It just doesn't seem to fully go in to hear and there is a whining noise.

Do you mean to blow air into the filler tube?

I just changed fluid and filled to manufacturer specks.I'll try oldnslo's suggestion of forcing air into resivoir to see if that will prime the pump.Any other suggestions would be much appreciated.

Can over filling with fluid have anything to do with this problem?
