I doubt that spending the time and money to insulate a garage is going to be worth it unless you will be using a lot during the winter.
I have an insulated shop in part of my detached 27x56 garage. I have drywall in the ceiling and sprayed fiberglass over it. Walls are insulated with batt insulation. Use a small propane furnace for heat.
You can use one of those fold away stairs to access the attic area. I have one in my unheated area to gain access to the upper area.
I have OSB over the trusses to walk on and store stuff on.
I have kept the area heated to 50* during the winter as it serves as my reloading area but have decided to spare the expense and move my reloading set up to the basement of the house. Just not worth the cost IMHO.
How much you will use the space will determine if the cost to insulate is worth it. A wood stove is cheap to install and feed if you only need it occasionally.
