Have you tried to turn the Heater on now that you have that apart to see if it moves at all? I'm assuming you need to get to operating temp.

Yes, got the tractor up to temperature and it blows heat with the valve manually opened. I still didn't hear/see any movement when adjusting the blend control or heater switch. I tried to move the coolant valve actuator by hand and it didn't want to move. I'm not sure if it is frozen up and that is my problem or if it's the gearing that won't let me move it without applying lots of pressure. I'm starting to suspect that the actuator is the problem and not the control panel. Any ideas on how to test the actuator?

Can you disconnect the electrical plug and trace it back to the controller?
Then see if it is coming from the temperature rheostat or the switch or possibly both?
Then check voltages with the various controls?
