3-Point Hitch BX23 3Pt hitch problem! Need help

I need help again. I finally freed up the 3pt hitch lowering speed control. That works fine now. I put on the 3pt hitch and a back blade. The problem is it will not stay up. I can move it up but it goes right back down. It will not stay in a set position even for a minute. I know there will be some leak down after awhile but this is immediate. It goes right to the ground no matter what position it is in. I would think in neutral it should stay in a set position. Maybe a check valve is staying open. Any ideas? I could use some help or suggestions on this. Thanks again.
