I picked up an Agri Ease quick hitch from a local farm supply store. I assume it's a chinese made unit. It is a catagory one but he quick hitch part is not. I assume from the measurements that its a catagory 3, bottom hooks can fit a 1.5" shaft and the top a 1.25". I thought it was a cat 2 so I have already ordered the cat 1 to 2 bushings. The cat 2 bushings have a 1.125" OD. Will that be too much slop in the lower hooks or will it be fine.

Should be ok. I have the harbor freight qh. Same issue. I did not measure but the 1 to 2 bushing took out most of the slop and it seems ok from there. Make sure to get 2 for every implement you have.

All of the QHs are this way. As you figured out you need bushings to go to cat 3 lift pins. Almost any ag store like TSC will sell these that do it in one step or two bushings to do it in two steps.

If the attachment has an open-ended lift pins then the first lint is the better long term solution. If the attachment has captive lift pins then you need to nestle the bushing.

As others said the QH standard specifies CAT3 size pins for all sizes of QH. Northern Tool has the bushings online, lots of farm stores have them around as well. I have them on most of my impliments & a stash on a shelf. There are a few impliments I havent gotten bushings on for some reason & they actually work fine. If I recall, putting bushings on the lower pins on my tiller would cause insufficient clearance for the lift hooks between the pins & frame (poor engineering by King Kutter). I could welds things in a new spot, but it works fine without bushings. I'll fix it right so bushings fit if/when the pins break.
