I was told a 5ft hog is to large for a 28hp tractor.

In my opinion, if I bought a 4 ft hog, I would be wishing I had bought the 5 ft. I am pulling a 6 ft with 29 hp now. It is to heavy for the tractor but it cuts OK as long as I leave the tail wheel on the ground. If I pick it up the front of the tractor comes off the ground and there are two weights on front end. I have a 5 ft and it works perfect for me. I just wanted to see how well the 6 ft would work.

Using the 5hp per foot formula, I'd say it sounds about perfect. I'm running 54" (4.5ft) with 22HP.

Exactly right. The Mahindra Max 28xl has 23.5 hp at the pto. A 4' cutter would not cover the width of the tractor. I have a 2615 with about the same pto hp, and have no problem with my Bush Hog Squealer, SQ60, a medium duty 5' cutter. I wouldn't be satisfied with a 4' cutter.

I used a 5 foot bush hog on my initial cut of 3 foot tall brush on a Max 25 without a hitch. I only went through two shear bolts on 4 acres. And those were in depression areas that were really rough. So I think you'll be fine.
