Here is what has been my experiance and thoughts as to why:

When my dad had our farm, he used to empty out his truk bed into piles. Brush and weeds would grow up through the piles and hide them. When I inherited the farm and began mowing/brushing, I began to find his piles. I would dig carefully and remove everything which could be found on the ground or sticking out of it. Every time I mowed, there would be new stuff which was not there last time I mowed.

My thought is this:
The weeds/grass/brush catches dust and allows it to settle raising the ground height. When mowed regularly, the gound surface dries more allowing fine soils to blow away and lower the ground surface revealing the stuff below.

Note, we don't get the freeze/thaw cycles here.

What I want to know... with the metric system and all... is why do "skips" come in cubic yards???
