I've never built a graple, but they sure do look like they'd work.
Depending on price, maybe worth it just for the cylinders.

He wants 250 for the set which has never been used. Hes not been good about returning phone calls, waiting on measurements.

You might wanna check out Burden Sales Surplus Center first.
I know you can buy that exact brand cylinder brand new from them or other suppliers. Type in "Chief Hydraulic Cylinders" and do a search for best prices. Depending on the size they are (get specs), his price might not be far off from what you can get brand new ones?
