Bucket float on EX450/CL400 unit

The above mentioned unit has a problem with the bucket floating. This is not "sponge", it floats everytime it is tilted. If you hold the control to the right, just short of the regeneration detent, and add power, the hydraulics pick up and it's ok till you tilt it again. Dealer and Yanmar can't seem to encompass the problem. I believe it is in the regeneration circuit of the control valve, but I'm sure one of you hydraulic experts can shed some more light on this.
