Bucket curl problem ?

only time my bucket well curl up .Is when i raise the arms holding the buck.or lowering the arms.Bucket will curl down without moving the arms'But wont curl up. Unless you raise the arms at the sametime .Not sure of the year .fluid i think is over filled . would that do it? thank you Ed 8/2/18 cell - 6073435769
