Branson 4020 dis-assembly of of the accelerator outer housing

Want to repair the accelerator housing, (some call it the governor). Need to know what problems to expect and how to properly dis-assemble. Engine would start once, go about 10 feet, and shut down. Fuel filter has been changed.

Worse part is that I'm the middle man. My brother owns the tractor, but is computer illiterate. Doesn't even have email.

He is also looking for an engine repair manual.

Update:
Saw brother for more information.

Tractor starts, but surges for a minute or so, then shuts down. Fuel filter is new. I would say that might be why he thinks it might be an issue with the governor.

Any thoughts?
