Bobcat Error Code 05-21

Hey all!
Does anyone know what the error code 05-21 on a Bobcat skid steer means? When I start the machine the controls for the bucket are like they are locked. They won't move at all and the code 05-21 keeps coming up. If anyone could help I'd really appreciate it.

Hydraulic charge pressure out of range,have to look an see what this is saying ,the terms for this is disceveing

Many times this is caused by a loose hydraulic pump drive belt.
