Blades on a box blade

When the bolt is in the yellow blade, how far from the surface of the blade is the top of the head? To me it almost looks like the holes are to deep in the blade.

When the bolts started sucking up tight they did look like they were getting sucked below the surface more than they should be

Those bolts look right in the cutter. They also appear to be the right size for the hole punched in the frame.

Sorry, I don't have an answer for this problem. But it has to be addressed.

Maybe take a bolt with you to the hardware store and compare it to the bolts they have. These are called "plow bolts". Not sounding condescending, just clarifying. What I would be looking at is the depth of the square portion. Maybe you can find a set of bolts that won't extend thru the cutters.

Need some info: I was about to mount the second blade on my box scraper and noticed that the square portion of the bolt will not fit through the hole in the box scraper

Powder coat is much thicker than paint. You may have to remove it from the holes to get the bolts to seat.
Are you sure the curve in the one blade is not due to mis fit from the powder coat?

This problem is NOT caused by powder coat.

The problem is the bolts are seating too deeply.

This problem is NOT caused by powder coat.

The problem is the bolts are seating too deeply.

From his description it sounded like there's a square hole in the box too.

No, the hole in the box scraper is round.

Thanks for your suggestions but this is looking like an issue of the holes being drilled to deep in the blades.

Wet paints are applied in thicknesses of 0.5 to 1 mil (a mil is one one-thousandths of an inch, or 0.001-inch). Powder coat is applied in thicknesses of 2 to 6 mils for decorative finishes or 6 to 10 mils (and thicker) for functional finishes.
