Because of gear grinding that tells me it's not independent. No oil clutch system involved.
So the only way we can get it engaged is shutting off the engine??

I agree, if you shut off the engine and engage the PTO lever, then restart the engine your PTO will turn unstopped as long as the engine is turning. This ain't right.
Let me think about this overnight. We gotta apply the K.I.S.S. principle here, Keep It Simple Stupid.
