Bicycle question

There is one road I have to get on for a few minutes. It might be a quarter mile long but in the morning is bumper to bumper traffic. The road ends at an intersection where there are two turning lanes, one right and one left.

Lately there has been a biker on the road. Usually he rides down the white line. If he did that on a motorcyle he would get a ticket.

Today he zoomed down the double yellow line, zoomed in front of me and the next car. I did not see him until he was beside me and then swooping in front. Lucky I drive slow otherwise he easily could have gotten hit. He then rode the white line down to the intersection. When he got to the intersection the light was red. There was a white SUV making a legal right on red turn. When the biker got to the intersection did he stop? Nope. Did he wait his turn? Nope, he zipped right in front of the white SUV. The driver of the SUV was looking left to see if there was traffic and then made the turn just as zippy biker zipped in front of the vehicle. Very lucky he did not get hit.

If someone on a motorcyle did what this guy does they would have multiple citations.
