As will my plasma cutter. And my oxy-acetylene torch. And my band saw. And my carbide tooth chop saw. Or I could use my abrasive wheel chop saw, which is probably what you meant. But none will do the job accurately. Which is why I will be doing the cutting on my milling machine. As stated previously.
I am fortunate when it comes to jobs like this to have a complete machine shop at my disposal. Since I'm newly retired I haven't yet started to sell off my machine shop. Since I own it all there is no hurry except that I need to make some room in the shop for hobby stuff I want to do and there is stuff in my shop that I will not be needing in retirement.

It doesn’t need to be super accurate. Any accuracy would be lost when you bevel it for a good weld. Cut it freehand with an angle grinder if you feel like it. Just make sure it’s aligned straight when you re weld it.

They will install new chrome rods of the proper length instead of dealing with questionable cut and welded rusty rods.

The rods arent rusty. A shop will have to cut their chrome rod stock to a proper length anyway. And they will still have to weld on the cross-tube for the pin. The guy has a complete machine shop. And how do you quantify "proper length" when its a MODIFICATION

How do you think the hydraulic shop is going to make the rods? They are going to do the same thing he’s well setup to do.

Fortunately for me I don't need to rely on a hydraulic shop to do this job. The closest one is at least an hour away after a ferry ride. And these days with the problems our ferry system is having that two way ferry trip could add two more hours just waiting in the ferry line. And I know the work I do will be high quality because I have the skills and equipment and time to do the job correctly.

Forgive me if I'm preaching to the choir. Bevel the ends before welding for maximum penetration. Last time I welded an end on a ram I used a pulsed MIG process. As you said, wet-rag the ram or spray it with anti-splatter. All welders are primadonnas so no matter how you do it, somebody will tell you how wrong you are for doing it the way you did it.
