That location and amount of work I'd recommend not going with a SCUT. In fact, I'd go with either the high end of a CUT or even full sized. If you're going to hire local folks to do some or most of the road maintenance, you should probably just hire them to do all of the upkeep. Just my 2 copper pieces.
