Got hung up on a root and the horizontal member is bent. This happened because a weld supporting the horizontal bar and the weld at the top of the vertical bar/plow broke. Knowing virtually nothing about welding, can a standard weld shop bend this back and reweld it? I mean, I know they can, but will the metal be sound enough after having been bent. Also, any idea about how much this should cost?

I would estimate about 30 min, and about $30

you can likely straighten it with a bottle jack and a piece of chain.. then reweld.. scab a piece of angle iron on the member that bent if you are worried about strength.. paint er' yellow and likely no one will notice.. if they do.. mention that it is the new experemental HD model.. :)

when fixed and welded it will probally be stronger than the original. welders have a tendency of over building everything, which in the tractor business is a good thing.

I would say bend it back and weld it up. If you have a picture of the actual injured implement it would be easier to make specific suggestions. And we could all say: WOW look at that. The wonders or raw tractor power.

can it be welded? Is it made of metal? OF COURSE you can weld it.

If you bent it, perhaps you might want to add scrap angle iron to box it in to make it stronger while you are at it to get it fixed. If the welder prefers not to bend it back and start with new metal- its fine- just have him beef it up for you anyways. Either way will work.
