Fred,
A quick way to deal with this is to seal the access hole with one of those aersol cans of liquid foam insulation. It has a 1/8" plastic nozzle about 6" long that can be stuck in the hole (when its dark or dusk) and it expands about 4x once applied. Then in a day or so just trim the excess foam off the siding or surrounding surfaces.
