baler twine tension question

I think I read here?? or somewhere it should be 10 lb pull measure with fish scale....well did just that and my tension measured not even one pound...It bales fine there but I increased to 6-7 lbs... 10 lbs seem like a very hard pull. Should it be this hard?? thanks

Square baler? 2 or 3 pounds seems right on mine.
