Is the fluid clean or has dirt/water/etc gotten into the system? And it has the proper amount of fluid?

Yes added fluid, fluid clean

First guess is fluid is not flowing to the cylinder that raises and lowers. If all the hoses are properly connected, maybe a stuck control valve from sitting?

Tapped valves lightly with hammer, upper end moved couple inches two or three times then nothing,,,

I fluid is clean and filled, just tapped the valves lightly with hammer, upper end moved slightly, couple inches two or three times now nothing again,

Is there a safety pin holding it in place?

No pin holding it

Are you able to raise and lower the front end loader? Can you also raise and lower the outriggers on the backhoe?

Front end loader works, that is separate hydraulic system,,,

So the only problem is the largest cylinder at the bottom of the boom that is supposed to raise and lower the boom isn't working? The outriggers and the bucket cylinders appear to be working normally?

If this is what is going on, it just seems like you aren't getting any fluid flowing to the boom cylinder and my first suspect would be the control valve not letting fluid flow.

Was the machine left out in the weather all this time?
