B7100, what is this for???

Hi everyone and a Very Merry Christmas to you all. I just bought this 80s B7100 that I'm fixing up. I bought a parts manual and I'm trying to figure out what two knobs do. The first is by the Hyd. Cylinder cap. It's right under the seat, it's about 2" long and turns like you would a water cap, it has an arrow that point to the left or up and it only turns 1/4 turn. It was to the left when I got it. What is this and what does it do??

Second, is a knob right in front of me, below the steering wheel. It rocks up and down. Very short shaft anly moves about 3 to 4 inches. When I rock it up or forward it seems to slow the tractor down. What is this and what does it do??

I think the first one is a valve for power beyond. The second should be a cruise control.
