I'm assuming that it is an '80s vintage Kubota that is in the B7200/B8200/B9200 series, which was replaced by the B1550/B1750/B2150 series.
Without knowing the specs on it and what equipment comes with it, it is difficult to speculate about price. But in general I'd say that $4500 is a fair price for a 600 hour 4wd Kubota in good shape. If it is a hydrostatic model with power steering then it would be an even better price.
What do you intend to do with it? If it is a gear drive model I doubt that it has a live PTO thus mowing with a 3-point mower might be a problem.

The B6200 is gear driven, and the owner says it has a live pto. Along with a 60" belly mower, there is a front blade w/ hydraulics and a sims cab. I hope $4500 was okay, 'cause I bought it today. Runs great, looks great, has turf tires.

I don't think that you got a bad deal, especially considering how the tractor was equipped. Unless there is something wrong with the tractor, I think that you'll be happy with it.
As far as the live PTO goes, I still don't think that you have one. At least I have not seen any compact gear-drive Kubota (or any brand for that matter) that has live PTO. Of course the lack of live PTO is only problem if you need to change gears and/or direction while using PTO driven equipment (such as a rototiller or rear mower).
THe B6200 probably does have a built in "over-running" PTO clutch. This prevents the momentum of the PTO driven equipment from pushing the tractor around after the clutch is pressed. This may have been the PTO feature that the previous owner was thinking about when they said the tractor had a live PTO.
