I bought a used B3200 Kubota with backhoe and front snow blower. I need to use my FEL and forks all winter so I am selling the front blower and plan to buy a rear one. What is the best way to add hydraulic function in the rear to use for things like hydraulic chute deflector? Thanks.

Go back in time and buy a tractor that includes rear remotes as standard equipment?
Your dealer can sell you rear remotes and install them, or you can buy them online and install yourself. All depends on the difference between your wallet and your ability/time to install.
Lots of videos online about how to install. Probably one for your model.
