I'm dealing with what is starting to look like a bad rectifier... The battery won't charge (sitting at 10V+ when I checked last night) and is not getting the 13V+ that I'd expect with the engine running (getting about 12V). Most of the treads I've looked at so far talk about needing to pull the dash to get to the rectifier but don't give any details on how to actually pull the dash off. There is a screw on the top near the fuel cap but I don't see any other bolts/screws so my guess is that things must "snap" apart. Before I start yanking on things and potentially breaking off bits of plastic, can someone please confirm that the black plastic portion of the dash is indeed a "snap" to remove part (or point me to a thread where this is already discussed)?

First remove that screw and then pry around the sides and bottom until it snaps out. You may have to disconnect the drive cable from the tachometer to get enough room to work in there. This is my recollection from when I converted my B7800 from the little dynamo to the alternator about 15 years ago.

Usually best to check the dynamo first.

See attached page from WSM. Remember you are measuring AC voltage from Dynamo with the output wires disconnected.
