Merlin, if it were my tractor acting like that, where the temp gauge does not come up, I would install a new thermostat. If the water temperature circulating through the cylinder head is ice cold, it certainly would not help with the fuel combustion. Let us know if he get the problem fixed and what caused it.

I agree...I'd start with the thermostat. The fact that it runs better in warm weather tends to support this...
