B2150HST Not Charging

My B2150HST is not charging properly. I disconected the dynamo and tested the AC voltage. It is charging at 15.5VAC. Output at the battery is 12.33DC. The trouble light on the panel is lit. I suspect the regulator is bad. Any comments would be welcome.

After some further investigation I found that the plug to the regulator appeared somewhat comprimised. This little tractor has definitely had some hard use before i got it. I cut the plug out and hardwired the regulator in and voila! Charging system working and panel indicator not lit.
