I connected the single acting cylinder on a rack wagon hoist to the valve port that goes to the up (piston) side of the FEL boom. I can raise the hoist by pulling the stick...the wagon bed goes up rather than the loader. The only way I can lower the wagon bed is to shut the engine off and put the loader in float. With the engine on, if I push on the stick I can hear the tractor load up a little as the pump goes into bypass, but the wagon comes down maybe an inch in 5 minutes. Same lowering rate if the engine is running with the stick in float, except no bypass.

The cylinder is around 3" dia and 20" stroke and connected through about 15' of hose, half of which is 1/2" or 3/4", the rest is 3/8" to match the QD on the loader valve. The 3/8 hose has a 'standard' farm implement pioneer QD reduced down to 3/8 on the wagon end. Not optimal, I know, but it's what I have

Why can't I lower the hoist with the engine on?

Have you considered the fact that there might be some back pressure in the return line.
