I spoke with a service manager at a Kubota dealership about my situation. He said I did not get the tractor hot enough to burn off the moisture. I need to hook up an implement like a rake and work the heck out of it. I'll do that this weekend and let you know how things went.

And the winner is Ibnxe!
Today I first took off the valve cover and cleaned the moisture and gunk out. Then I used the tractor with a back blade for about one hour. Some steam was coming out but no spurts of water. I wanted to get the engine hotter to burn off more water so I took off the fan belt and ran the engine. Blew the Engine!!!!! Only kidding but I was real careful to make sure it did not get too hot.
There still is some steam coming out of the vent tube but it is much less. The radiator level has remained constant so this water is from condensation. This exercise has taught me to work the tractor harder during use to help burn off water.
