It was my relative machine. He bought a new one two years ago and he is saying that it run funny last time.
I just moved to a place with a huge yard so that is the reason I got it.
The front side of the carbis exactly intake gates. The choke plate is on the engine side. If I start engine and push the intake (front) plate up with my finger - it runs fine. The problem is that I can't make it that way adjusting the mechanisn (according to the manual of course).

Here we go. This is with throttle and choke controls closed, engine off.

I also made an error in my description of the carb; you obviously can't see the throttle or choke blades looking into the inlet. Getting my motors mixed up.

From manipulating the linkage though, I can tell that the throttle is closed when the motor is off, to answer your previous question.

I have not seen a guide plate cause rods to bend on these engines. Overspeed will bend them for sure. If the Gov shaft was and is stuck not moving, could be your problem. Also when you replaced the rods there are 2 different rods for the intake and exhaust. Check the gov where it goes thru the block and make sure it moves freely, carburator throttle shaft must also move freely and not bind as it will also cause a problem. When they sit for long periods things get gummed and stuck.

thanks a lot it really helps. That means I have problems with governor mechanism not with springs.
The valves guides came out ( it supposed to be pressed into the cylinder), there is a chance that it happened out of over speeding.I saw it happen on other engines. Of course I put proper rods. The engine runs - I can drive it up on trailer and back. It just has to be choke out. Otherwise it runs to fast. A lot of black smog though.
Thanks for your help - I think I will have to crack it open and see what is going on with the governor mechanism.

governor shaft is spinning about 1/8 of a turn ifthe shaft nut is released. Do you think its enough?

It should move a little more than that. does it feel tight or move freely?
