Atlas 1704 excavator

we have an Atlas 1704 excavator, we have had the main pump redone, the motor has been redone, the injectors have been re-shimmed, yet when we start it up it runs well but after about 1 hour of working it becomes very slow and sluggish. at idling speed it is wonderful but as soon as one picks up the revs it sounds as if there is fuel starvation. We are now at our wits end, can a member please give us some kind of assistance.

I'm not terribly familiar with Atlas other than the newer rebadged Terex machines. But is it by any chance a Duetz engine? Or air cooled engine of any type. Also is it turbo charged. I used to operate a Leibherr excavator with a duetz engine and it had some dust on the cooling fins but the sending unit for the temp was bad. It would let the engine overheat a bit and get sluggish. But I've also had a turbo that was going out do the same when it got hot it would lose efficiency.
