I ordered a complete kit with 80% lower from Daytona Tactical. They had some negative reviews for not responding to emails and people who didn't seem to understand their stated lead time. I took a chance on them because they had what I wanted in-stock at a good price. (Flat Dark Earth 16" kit)
They shipped mine within two weeks and everything was as stated. The only updates I got were an order acknowledgement/being processed when I placed the order and a shipping notice/tracking info 9 business days later.
I finished my lower on my mill-drill equipped with $70 2-axis basic DRO after practicing on a scrap block of aluminum. I even installed the trigger group in the practice block. I borrowed a jig just to clamp it for milling. Only a few rounds through it so far but it has functioned perfectly. The trigger feels good with about a 6lb pull.

I have built several.
I get my lowers from Cheaper Than Dirt. $49.
I get lowers stamped "Multi" NOT 223 or 5.56.
I understand if you have an upper other than what is stamped you can get busted. You can get uppers for 223,223W, 9mm, 300, 22, 22mag, 40, 7.62 and lots of different rounds.
I have 22, 223, 300 blackout. I am a big fan of the 300 Blackout. The barrel is the only part that needs to be changed. Everything including the magazine is the same as the 223/5.56.

Never heard of that. Most sporter rifles have caliber markings on only the barrel.
Maybe if you are in a state with no "under 24" caliber allowed for big game, and you have a 300 Blackout barrel on a 5.56 or 223 marked receiver.

Serial number is required on the receiver or lower. There is no regulation about caliber marking on the receiver. No need for 5.56, .223, Multi, or whatever. So why have any at all on the lower? Put it on the upper or barrel.

The manufacturer of a firearm (the maker of the part that has the serial number) is required to mark it with the manufacturer name, city and state, and the caliber of the firearm. The "multi" marking satisfies the ATF regulations while, as noted above, reducing the work load on the manufacturer for engraving lowers with different calibers.
I do not know of a court ruling.
The ATF requires the marking of the caliber.
I do not want to have the ATF bust me for having a caliber different than as marked.

I am sorry I do not understand "Put it on the upper or barrel". As I am not the manufacture. The ATF considers the lower to be the firearm. The manufacture of the lower puts the caliber on the lower.
