Anyone know what this is for?

I found this tool and the closest thing I can find is on a site called Med Dent and it just says vinyl wrenches (pair of 2) with no description. It looks to me like it is a shut off valve tool. It says Western on it, anyone ever see on or know what it's for? Thanks. Ron

we have these at the hospital I work at. it is used for opening and closing the oxygen bottle valves.

Ahh, Thank you guys, found it in the house my friend just bought, the previous owner did have health issues, probably used oxygen. I knew I would get a fast answer here. Thanks!!!
