I looked in the rad today on my Case Sc. The antifreeze I put in the other day was going slushy. It is mixed at 60 Antifreeze/40 Water. It was only -5 degrees Celsius out today. When I put the antifreeze in I checked it with the antifreeze tester it read that the freezing point was about -40 degrees. I've never seen antifreeze do this.

Time to test your coolant strength again.
I was thinking about the antifreeze. Since I put the new antifreeze in I haven't run the tractor or turned it over. May be the Antifreeze/water isn't mixed together. This would explain why the top layer is slushy. Water was the last thing I put in it. I'll have to start it or turn it over a few times to mix it up.

Since you didn't pre mix it before putting it in you need to run it to operating temperature for a while to mix it up.
You need to get the temperature up to open the thermostat to get the antifreeze/water to circulate and mix through the system.

Make sure that you used full strength antifreeze and not the 50/50 premix that comes in the same color jugs. Friend of my brother found this out the hard way a couple of winters ago!

Like others have said you probably need to mix it up a bit.
AND then use a tester to verify that it has the correct protection.

Full strength antifreeze freezes at about 12F where as 70/30 mix antifreeze/water is good to -51F. Mix higher ration of antifreeze and the freeze point starts to rise. 60/40 mix that you have is supposed to be good to -45F. You DO need to run you machine for several minutes after the thermostat opens to make sure it is well mixed.

as only as he is at least 10%water.. the af freeze temp is quite high.
70% is ideal, but 90% protects the same as 45%
80% is the big bench mark where you are still at -50 and then when you go a lil higher you loose 30 degrees protection. mine are in degrees F
