Sorry, I mis-remembered. The SAFE act made it so that you could buy new magazines and you could only load 7 rounds into your existing 10 round magazines. A judge said that the 7 round limit was arbitrary and ridiculous, so its not being enforced:Hi Aaron,
Given the conversation I overheard at the Firing Pin [our only local range] recently, you still have to have your >10 round mags disabled, and if it's in an AR-type rifle, the mag has to also be fixed in place in the weapon to prevent change out to a non-"SAFE" law compliant magazine later.
The other patron had ordered the weapon online with shipping to the licensed dealer, paid them the [I think] newly increased $25-30 transfer fee, and still couldn't take it home until he paid them to make it "SAFE"-compliant.

New PL section 265.37 had made it a crime to load any magazine with more than 7 rounds of
ammunition, regardless of the capacity of the magazine. On December 31st, the United
States District Court for the Western District of New York issued a decision as a result of
challenges to various provisions of the New York Safe Act. While the federal district court
upheld most of its provisions, the Court held that this section, "Unlawful Possession of
Certain Ammunition Feeding Devices," was unconstitutional. As a result of the Court’s
decision members are instructed not to enforce PL 265.37 at this time.
