What I've had trouble finding is .410 slugs and/or #000. I know where to get .22lr, but I think is $109 for the 'Bucket'
The NY 10 round restriction ended up getting shot down IIRC, not sure why CA thinks that they need to try it too...
Its fine to have a requirement for people from your state, but (IMO) as long as your state of residence has a permit process that meets federal standard X, you should be allowed to carry in all 50 states (just like with a drivers license).

Given the conversation I overheard at the Firing Pin [our only local range] recently, you still have to have your >10 round mags disabled, and if it's in an AR-type rifle, the mag has to also be fixed in place in the weapon to prevent change out to a non-"SAFE" law compliant magazine later.
The other patron had ordered the weapon online with shipping to the licensed dealer, paid them the [I think] newly increased $25-30 transfer fee, and still couldn't take it home until he paid them to make it "SAFE"-compliant.
