As for TIG rig if you have a DC stick welder you are about halfway there to the TIG rig.. sure it is Lift Start, no pedal etc but still works. That is what I done this repair with just a DC stick rig that I added the TIG torch, argon cylinder and regulator.

The battery powered welder would tig also. It always put out full open circuit voltage but you varied the duty cycle of output pulses to control the heat. By turning the heat way down you could almost tig freezer wrap but if you turned it up too far it was a flame thrower and would melt the tungsten electrode. I put a slide control under the operator's thumb on the tig torch so you could easily turn the heat up and down while welding. Same sort of control was on the side of the welder for controlling power to stick. We put a duplex electrical outlet on the side of the box. You could run any brush type motor powered tools using the heat control for speed control using the welder as a battery to AC power converter.
