Air in my fuel line on my 3510

I'm getting air in the line .I've replced the fuel pump fuel filter pump and housing and the fuel lines. It seems to be only getting aur on one injector so when I get it started it's only running on 2 cylinders

Is it possible that the injector for that cyl is stuck open, pushing compression back up thru the injector.??
To diagnose, swap the injector to another cyl.
